GADSDEN COUNTY TAX COLLECTOR

APEX Property Tax Portal Privacy Policy

Version 1.9. Effective 2026-10-01.

1. Who we are and what this covers

Resilionics LLC ("Resilionics", "we", "us") builds and operates APEX Property Tax Portal at https://gadsden.flcounty.com (the "portal") under contract to the Gadsden County Tax Collector (the "county").

This policy explains what the portal software collects and how we handle it. The county's own privacy policy and Florida law govern the county's records, taxes and business. You can read the county's policy at https://www.gadsdentaxcollector.com. If this policy and the county's policy or Florida law say different things about county records, the county's policy and Florida law control.

2. What we collect

Depending on how you use the portal, we handle:

  • Account details you give us. Your name, e-mail address, phone number, mailing address, sign-in details and the preferences you set.
  • Tax, property or business data. Records the county holds about you and shows you through the portal, and forms or documents you submit to the county through it.
  • Payment details. Card and bank details go directly to the payment processor. We do not store them. We keep a record of the payment itself: amount, date, status and a reference number.
  • Messages you send to county staff through the portal, and any files you attach.
  • Assistant conversations. What you type to Sojo and what it answers. See section 5.
  • Technical data. Your IP address, browser type, device type, the pages you visit and the time of each request. We use this to run the portal, keep it working and protect it from abuse.

Social Security and taxpayer identification numbers

The portal asks for a Social Security number or other taxpayer identification number only where a county form or federal tax reporting requires it. Florida law requires the county to give you a written statement at the point of collection that says why the number is collected, which law governs the collection, and whether giving it is mandatory or voluntary. That statement appears on the page where the number is asked for, and it controls. In summary: the number is used only for the stated purpose; a Social Security number held by the county is confidential and exempt from public disclosure under section 119.071(5)(a), Florida Statutes; bank account numbers are exempt under section 119.071(5)(b); and whether a business's employer identification number is exempt depends on the record it appears in, which the collection statement addresses.

3. Why we collect it

We collect this information to operate the portal for the county. The county's own policy explains its authority to collect the information it asks for.

4. Public records

Information you submit to the county through the portal may be a public record under chapter 119, Florida Statutes. Public records may be released in response to a public records request, unless an exemption in Florida law applies.

Under Florida law, e-mail addresses are public records. If you do not want your e-mail address released in response to a public records request, do not send electronic mail to this entity. Instead, contact this office by phone or in writing.

Contact the county at (850) 627-7255 or 16 S CALHOUN ST, QUINCY FL 32351.

5. The assistant

Sojo is an automated assistant operated by Resilionics for the county. It is not a person and not county staff. It answers from content the county has approved.

Sojo does not read your account records, even when you are signed in. It never sees your card or bank details. It does not give legal or tax advice. It is not an official channel: nothing you type to it is a filing, a payment, a notice, an appeal or any other submission to the county.

When you ask a question, your question, the relevant approved content and the last few turns of the conversation go to a language model hosted by a cloud provider in the United States. That data is not used to train any model.

Resilionics keeps conversations only as long as it needs them to support the service, subject to legal holds, public records requests and any retention duty that applies. If you rate an answer, the rating and the conversation go to county staff so they can improve help content.

Any conversation may be reviewed by county staff or service providers and may be subject to Florida public records law. If you want to request records, contact the county's records custodian at 16 S CALHOUN ST, QUINCY FL 32351.

Do not enter Social Security or taxpayer identification numbers, bank or card details, or other people's personal information.

Read more at How Sojo works.

6. Who else sees your data

County staff see your data to do the county's work. Resilionics support staff see it to run and fix the portal.

We share data with service providers only so they can do a job for the portal. By category, they are:

  • Payment processor. Receives your payment details and processes the payment under its own terms.
  • Cloud hosting. Runs the portal and stores its data.
  • Language-model host. Receives assistant questions, approved content and recent turns, as described in section 5.
  • E-mail and text-message delivery. Receive your address or number and the message we send you.
  • Mapping and address lookup. Receive addresses or parcel locations you search for.
  • Bot protection. Receives your IP address and browser signals to tell people from automated traffic.
  • Translation. Receives page text when you ask for a translation.

All of this processing takes place in the United States.

We do not sell personal information. We do not use it for advertising. We may disclose information when the law requires it or when the county directs us to.

7. Cookies and similar tools

The portal uses cookies and browser storage in these categories:

  • Required. Keep you signed in, protect forms from forgery, and remember your language choice. The portal does not work without them.
  • Preferences. Remember choices you make on this device, such as dark mode, accessibility settings, and panels or notices you have closed. They stay in your browser and are not sent to us.
  • Analytics. Measures how the portal is used. It is never sold, never used for advertising, and never follows you to other websites.

The cookies and browser storage this portal uses:

_a_sid (cookie, analytics, unless the county has turned the portal's own analytics off). The portal's own usage measurement: a random visit number that ties the pages you view in one visit together, so the county can see which pages are used, how long they take and where visitors get stuck. It is not linked to your name or account, and page addresses are stripped of parcel, cart, receipt and payment identifiers. Never shared with or sold to anyone. Kept: 30 minutes, renewed on each page.

_a_v (sessionStorage, analytics, unless the county has turned the portal's own analytics off). Marks that this browser tab has already opened a portal page, so the portal's own usage measurement can count first page views in a visit. Kept: until the tab is closed.

apex_a11y (localStorage, preference). Remembers the accessibility settings you choose on this device (contrast, text size, spacing, animations, and similar). Kept: until cleared.

apex_push_asked_v1 (localStorage, preference). Remembers that you were already asked about push notifications, so the prompt is not repeated. Kept: until cleared.

apex_pwa_install_dismissed (localStorage, preference). Remembers that you dismissed the "install app" prompt, so it is not shown again right away. Kept: until cleared.

high-contrast (localStorage, preference). Remembers whether you turned on the high-contrast theme on this device. Kept: until cleared.

sojo_disclosure_shown (sessionStorage, preference). Remembers that the assistant's first-message disclosure was already shown during this tab session. Kept: session.

systemMessageDismissed (sessionStorage, preference). Remembers which of the portal's system-wide banner messages you dismissed during this tab session. Kept: session.

APEX_SESSION_KEY (cookie, required). Keeps you signed in and holds your CSRF token and cart between requests. Kept: session (or the configured session lifetime).

apex_language (cookie, required). Remembers your selected display language. Kept: 1 year.

apex_maintenance_bypass (cookie, required, only for portal staff during maintenance). Lets portal staff test the site while it is closed for scheduled maintenance. Never set for the public. Kept: 1 hour.

_ga and _ga_XXXXXXXXXX (cookie, analytics, only when the county has set a Google Analytics measurement ID). Google Analytics measures how the portal is used; it records no names, account numbers or other personal identifiers, and page addresses are stripped of parcel, cart, receipt and payment identifiers before anything is sent. Set by Google on pages that load it; their policy applies. Kept: up to 2 years (Google's default).

Google Maps / Places cookies (cookie, required, only on pages with an address lookup). Set by Google on pages that use address lookup (cart, contact us, certificates, portfolios, parcel detail, profile) to support the map/autocomplete widget and guard against abuse; their policy applies. Kept: up to 2 years (Google's default).

Google reCAPTCHA cookies (cookie, required, only on pages with a reCAPTCHA-protected form (login, register, forgot username/password, certificates)). Set by Google reCAPTCHA on forms that use it, to help tell people apart from automated abuse; their policy applies. Kept: up to 6 months (Google's default).

Payment processor session cookies (cookie, required, only while completing or managing a payment). Set by the payment processor's embedded checkout, wallet or scheduled-payment session on the pages that use it, to keep that session working; their policy applies. Kept: session.

SignWell session cookies (cookie, required, only during the DR-512 e-sign flow). Set by SignWell's embedded signing widget during the DR-512 e-sign flow on the certificates page, to keep that session working; their policy applies. Kept: session.

Third-party services, such as the payment processor, may set their own cookies on the pages they serve. Their policies apply there.

The portal sets no advertising cookies and does no cross-site tracking.

You can delete or block cookies in your browser settings. Blocking required cookies will stop parts of the portal from working.

8. Text messages

If you choose to receive text messages, APEX Property Tax Portal sends them from Resilionics LLC. Each message starts with the product name.

  • What we send. Verification codes, and account notifications such as registration status, filing reminders, payment receipts and overdue notices. We send no marketing texts.
  • Consent. You receive texts only after you opt in on the portal, by checking the text-message box or turning on text-message sign-in codes, and confirming the code we text you. Consent is not a condition of registering, of using the portal or of doing business with the county. You must be the subscriber or an authorized user of the number you give.
  • Frequency and cost. Message frequency varies with your account activity. Message and data rates may apply.
  • Opting out. Reply STOP to any message to stop texts from that number. We send one confirmation and nothing more. Opting out does not affect your account; where the portal uses text-message sign-in codes, it offers e-mail codes instead.
  • Help. Reply HELP to any message, or e-mail support@resilionics.com. Questions about your account go to the county at (850) 627-7255.
  • Carriers. Carriers are not liable for delayed or undelivered messages.
  • Your data. We do not share your mobile number or your text-message consent with third parties or affiliates for marketing purposes.

10. Security

We protect your data with encryption in transit and at rest, and by limiting who can reach it and what they can see. No method of protection is perfect. If a breach of security affects your personal information, Resilionics will notify the county, and Resilionics and the county will each meet their own notification obligations under section 501.171, Florida Statutes, and any other law that applies.

11. Retention

County records, including what you submit through the portal, are kept under the county's retention schedule.

Assistant conversations are kept by Resilionics only as long as it needs them to support the service, subject to legal holds, public records requests and any retention duty that applies. Ratings and comments you give on an answer go to the county and are kept on the county's schedule.

Technical logs and backups are kept only as long as we need them to run and protect the portal, subject to the same legal holds and retention duties.

12. Your choices

  • Account details. View and correct your contact details in your account settings.
  • Text messages. Reply STOP to any text message to stop them, or turn them off in your account settings. See section 8.
  • E-mail. Notices about your account or taxes are delivered electronically under the consent you gave at registration; to withdraw that consent, contact the county. For other e-mail we send, follow the unsubscribe instructions in the message.
  • County records. To see, correct or request the records the county holds about you, contact the county directly. We cannot change county records for you.

13. Children

The portal is not directed to children under 13. We do not knowingly collect personal information from children under 13. If you believe a child has given us information, contact us at privacy@resilionics.com.

14. Changes and contact

We may change this policy. When we do, we will post the new version on the portal with a new version number and effective date.
